According to reports, Stafford saw roof going into the shower at 7:45 am, then ran down the stairs from his cell at Cannon Detention Center in South Carolina after Roof and attacked him.
He bruised Roof's face and back in the attack.
Roof was examined by jail medical personnel and then returned to his cell, Charleston County Sheriff's Maj. Eric Watson said.
Police authorities said Stafford would be charged with third-degree assault but later in the afternoon of the same day, Charleston County Sheriff Al Cannon said during a press conference that Roof and his attorneys have decided that they do not want to press charges.
Stafford, who has a lengthy criminal record, is awaiting trial on first-degree assault and strong armed robbery charges.
Officials are investigating how Stafford managed to get through a cell door that had electronic monitors to reach Roof.
The two detention officers assigned to the unit are being interviewed.
Roof faces the death penalty in upcoming trials in both federal and state courts but his lawyers are fighting for the death penalty to be thrown out.
